Authorize the City Manager to approve the City of University Park and Town of Highland Park (Park Cities) as a participant in the Project 25 (P25) Radio System to be constructed, operated and administered in accordance with the City of Garland and the City of Mesquite Radio System Interlocal Agreement and authorize the City Manager to execute the Participant and Usage Agreements between the City of Garland, the City of Mesquite and the Park Cities setting forth the terms of the Park Cities participation in the System.

On June 15, 2015, the Mesquite City Council authorized the City Manager to execute an Interlocal Agreement (ILA) with the City of Garland for the design, purchase and maintenance of a Project 25 (P25) Radio System that is compliant with the Association of Public Safety Communication Officials (APCO) P25 Interoperability Standards. The Park Cities have actively worked with project team members from both Garland and Mesquite, and will be purchasing infrastructure by way of a multi-tower simulcast cell that will provide enhanced coverage for the collective benefit of all participating agencies.
The Interlocal Agreement between Mesquite and Garland requires the terms of any participating agency to be approved by both Mesquite/Garland elected bodies (Sec 7 - Future Use of System by Participants).
Key aspects of the Park Cities participant and usage agreements:
* Participant Agreement - Pursuant to the Mesquite/Garland Radio System ILA, it was anticipated that various municipalities, school districts and other third parties will participate in the System by using services provided by the System. The Park Cities desire to: (i) participate in the System as a user; and (ii) purchase the Infrastructure Components, which will improve coverage outside the boundaries of Mesquite/Garland/Rowlett, but within the downtown Dallas business and medical district areas.
