The Parks and Recreation Department utilizes landscaping contractors to assist with the landscaping maintenance of the Texas Department of Transportation (TxDOT) Interstate Highway 635, Interstate Highway 30 and U.S. Highway 80. Litter collection is performed weekly and mowing is performed bi-weekly. Due to the overall cost of doing business, the price of this contract continues to escalate. Modifications are planned to adjust the amount of acreage being mowed to stay within available budget funds and maintain beautification expectations.

 

Bid documents were broadcast on the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Three bids were received. Proposals were scored by a selection committee using the Best Value criteria, evaluating bidders based on price, reputation, quality of work and ability to meet the needs of the City. Good Earth Corporation received the most points and if approved, shall have the option to renew this contract under the same terms for four consecutive years.

 

Financial Implications

Funding for this landscaping maintenance is allocated in the 4B Mesquite Quality of Life Budget.
