Authorize the City Manager to finalize and execute a professional engineering services contract with Garver, LLC, for the South Parkway Paving and Utility Improvements and West Fork of South Mesquite Creek (WFSMC) conceptual study in the amount of $513,310.00.

Body
This contract will provide for a hydraulic evaluation of WFSMC. Garver will evaluate the existing hydraulic study for WFSMC to develop possible stream improvements that would bring South Parkway and Sybil Drive out of the floodplain as well as reduce the number of houses currently in the Federal Emergency Management Agency (FEMA) floodplain area. The stream study area would start near US Highway 80 and stop at Peachtree Road. The conceptual design will also provide possible options for bank protection measures for currently eroded banks and conceptual structural layouts along Sybil Drive over WFSMC.

In addition to the hydraulic study, Garver will provide a conceptual design for the reconstruction of South Parkway paving and utilities. The conceptual design will consider on-street and off-street parking, as well as the removal and replacement of portions of the existing hike/bike trail immediately adjacent to South Parkway. The conceptual design will also include design recommendations and evaluations for water, sanitary sewer and drainage improvements.

Following the completion of the preliminary conceptual study, Staff will hold a public meeting to present the results and to obtain input from the community.

Financial Implications
Reconstruction of South Parkway and associated WFSMC stream improvements and water and sanitary sewer upgrades are programed in the City Capital Improvement Plan (CIP) to receive funding in the amount of $11,500,000.00 in Fiscal Year 2020-21. Funding for this project is available from programmed Real.Texas.Roads. Street Bond sales, Water and Sewer Bond Sales and Drainage Utility District funds.
