This project will reconstruct Front Street from Ebrite Street to Galloway Avenue. A special event area will be constructed between Broad Street and Lancaster Avenue with a permanent steel pavilion and provisions for a farmer's market/event vendors. A lit steel trellis will be incorporated within McCullough Plaza, connecting Front Street Station to the core Downtown area. Additional parking is being added between Ebrite Street and Broad Street as well as between Lancaster Avenue and Galloway Avenue. Infrastructure improvements include replacing aging water and sanitary sewer lines, sidewalk installation, adding shared grease interceptors for adjacent businesses and adding drainage infrastructure through the corridor. Hardscaping and landscaping amenities have been integrated into the project that includes a pavilion in the special event area, trellis in McCullough Plaza, public art, stained concrete, benches, trees and shrubs.

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City's website. Three responsive bids were received and opened on June 25, 2019.

The base bid includes all infrastructure improvements associated with road reconstruction, storm drain improvements, water line replacement, sanitary sewer line replacement, lighting improvements, irrigation improvements, structural improvements, hardscape improvements, and landscape improvements.
