With its unique all-wood design and convenient location, the KidsQuest playground at DeBusk Park has been one of the City’s most popular and well-used playgrounds since 1994. The estimated lifespan of the structure, with proper care and maintenance, was 25 years. That projection has been accurate, as the playground is now showing signs of deterioration and several areas have been closed due to safety hazards. The next generation of KidsQuest has been designed as an all-inclusive playground with activities for all ages and abilities.

 

This renovation project includes three separate areas: the playground, the pavilion and the addition of a new parking lot. Separate contracts are being used, one for the purchase of the playground equipment and the other for the site construction work. This contract includes the demolition of the existing playground and construction of a new expanded playground as well as construction of a new parking lot and restoration work on the existing DeBusk picnic pavilion.

 

Bid documents were broadcast to vendors through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Four bid responses were received. The Request for Proposals was issued seeking construction services to remove and replace the KidsQuest Playground, construct a new parking lot and major restoration repairs to the existing DeBusk picnic pavilion. Proposals were scored using the Best Value criteria and Phillips/May Corporation received the most points.

 

The current project timeline estimates construction starting in August with completion in late October of 2019.

 

Financial Implications

Funding for this project is available through the Mesquite Quality of Life Corporation 4B fund.

 

Recommended/Desired Action

Staff recommends award to Phillips/May Corporation.
