Authorize the City Manager to finalize and execute Contract Amendment No. 2 to a contract with Prime Time Group, Inc., for right-of-way acquisition professional services in the amount of $40,000.00.

 

Body

The City has contracted with Prime Time Group, Inc., to provide professional services related to right-of-way (ROW), easement and other property acquisition. This contract provides for initial contact with property owners, appraisals, recommendation and preparation of offers, sale agreements and acquisition documents for parcels and to provide expertise needed to ensure that all parcel acquisition is pursued in compliance with Texas state law. On March 19, 2018, a contract was executed in the amount of $45,000.00. On November 19, 2018, City Council approved Contract Amendment No. 1 for an additional $25,000.00. The contract is billed to the specific project, per service completed.

 

Due to the large number of City capital improvement projects (CIP) being pursued, numerous easements and right-of-way parcels have been and are being acquired. This acquisition activity has exhausted current contract funds and an amendment is needed to increase the contract amount. Projects having right-of-way and easements acquired under this contract include Scyene Road, Mesquite Heritage Trail Phase 2, Front Street Station, Gus Thomasson Road, Town East Boulevard, Phase 1 and Phase 2 and other projects in the City CIP program.

 

Financial Implications

This contract is funded from the individual project funds that that are related to the parcels being acquired.

 

Recommended/Desired Action

Staff recommends approval of Amendment No. 2 to the contract with Prime Time Group, Inc.
