Authorize the City Manager to finalize and execute an Interlocal Agreement with the City of Ferris, Texas, to permit the transfer of animals.

The City of Ferris has reached out to the City to offer assistance with the adoption of animals housed at the Mesquite Animal Shelter.
The City of Ferris currently has capacity at its shelter and is attempting to expand its animal services operation. By having the additional capacity, the City of Mesquite can transfer animals for adoption through the City of Ferris and provide space for the intake of additional animals from Mesquite.
The Interlocal Agreement outlines the procedures for the transfer and requires the City of Ferris to maintain adequate records on any animal that is transferred to their facility.
