Authorize the City Manager to approve the City of Rowlett as a participant in the Project 25 (P25) Radio System to be constructed, operated and administered in accordance with the City of Garland and the City of Mesquite Radio System Interlocal Agreement, and authorize the City Manager to execute the Participant and Usage Agreements between the City of Garland, the City of Mesquite and the City of Rowlett setting forth the terms of the City of Rowlett's participation in the System.

On June 15, 2015, the Mesquite City Council authorized the City Manager to execute an Interlocal Agreement (ILA) with the City of Garland for the design, purchase and maintenance of a Project 25 (P25) Radio System that is compliant with the Association of Public Safety Communication Officials (APCO) P25 Interoperability Standards. The City of Rowlett has actively worked with project team members from both Garland and Mesquite, and has purchased infrastructure by way of a communications tower that will provide enhanced coverage for the collective benefit of all participating agencies.
The Interlocal Agreement between Mesquite and Garland requires the terms of any participating agency to be approved by both Mesquite/Garland elected bodies (Sec 7 - Future Use of System by Participants).
Key aspects of the Rowlett participant and usage agreements:
? Usage Agreement - Establishes the ability for Rowlett to operate on the Mesquite/Garland system. Additionally, the agreement establishes the fees that Rowlett will be responsible for as a user on the system.
? Participant Agreement - Pursuant to the Mesquite/Garland Radio System ILA, it was anticipated that various municipalities, school districts and other third parties will participate in the System by using services provided by the System. Rowlett desires to: (i) participate in the System as a user; and (ii) purchase the Infrastructure Components, which will improve coverage within the boundaries of Mesquite/Garland/Rowlett.
