Title

Authorize an expenditure in the amount of $186,762.72 to the Mesquite Independent School District to acquire new studio production equipment for the operation of the City’s Educational Access Channel in accordance with Ordinance No. 4132 (Interlocal Agreement/Operation of Educational Access Channel) and authorize the City Manager to execute payment upon receipt of an itemized invoice.

 

Body

On March 7, 2011, the City executed an Interlocal Agreement with the Mesquite Independent School District (MISD) to establish the terms and conditions under which MISD will operate the City’s Educational Access Channel (EAC). Pursuant to this Agreement, MISD may request funding for capital expenditures related to the EAC through the City’s Public, Educational and Government (PEG) Access Fund as long as current PEG funds are available.

 

MISD has requested $186,762.72 for Fiscal Year 2020 to acquire additional studio production equipment for its Technology Excellence Center. Staff has reviewed MISD’s funding request and has determined that adequate PEG funds are available to meet the needs of both the City and MISD. Attached is the proposed 2019-20 PEG Fund Budget based on current revenue projections and identified capital needs. Also attached is an itemized list of MISD’s proposed equipment purchases.

 

Financial Implications

Funding for MISD’s request of $186,762.72 is available in the proposed Fiscal Year 2019-20 PEG Fund Budget. Funds accumulated in this special revenue fund are generated by a one percent fee of gross revenues from AT&T U-Verse and Spectrum (Time Warner Cable) services as allowed by State law. No funding from the City’s General Fund or any other source will be used.

 

Recommended/Desired Action

Staff recommends City Council approval of MISD’s PEG funding request for Fiscal Year 2019-20.
