Authorize the City Manager to finalize and execute a professional engineering services contract with Halff Associates, Inc., for the preparation of a Letter of Map Revision (LOMR) for North Mesquite Creek at the Tripp Road and Belt Line Road Intersection and to model drainage improvements to North Mesquite Creek that would lower flood elevations and remove properties from the floodplain, in the amount of $91,700.00.

 

Body

In July 2014, the Federal Emergency Management Agency (FEMA) adopted new floodplain mapping for all of Dallas County. This new mapping generally reduced the number of homes in Mesquite affected by the FEMA floodplain. Homes in the FEMA floodplain must purchase flood insurance if they have a mortgage loan with federal mortgage insurance, such as Federal Housing Administration (FHA) or Veteran’s Administration (VA) loans.

 

North Mesquite Creek at Tripp Road - Belt Line Road Intersection is an area that has 26 homes, a church and several businesses within the FEMA floodplain. Many of these homes were not in the FEMA floodplain before the 2014 mapping update.

 

This contract is for a drainage study and preparation of a FEMA Letter of Map Revision (LOMR) on North Mesquite Creek at the intersection of Belt Line Road and Tripp Road. The drainage study will develop three options for drainage improvements necessary to reduce flood elevations in the adjacent neighborhood, thereby, removing homes and businesses from the floodplain and reducing flooding of this critical intersection. The contract will also prepare budget estimates for the recommended option for the proposed drainage improvement.

 

Financial Implications

This design contract will be funded through the Drainage Utility District.

 

Recommended/Desired Action

Staff recommends approval of a contract with Halff Associates, Inc.
