Title

Authorize the City Manager to negotiate and execute a change order to Bid No. 2019-022, Hoops, Haddock, Cascade, Oriole, Ervin, and Valley View Heights Paving, with Texas Materials Group Inc., dba TexasBit, in the amount of $267,042.59.

 

Body

The City Council approved Bid No. 2019-022 on May 20, 2019, in the amount of $1,136,358.49 to rehabilitate the pavement as part of the Real. Texas. Roads. Program, through a variety of methods on the following street segments:

                     Powell Road from Bruton Road to Dead End

                     Cascade Street from Lee Street to Grubb Drive

                     Summit Street from Galloway Avenue to Crest Park Drive

                     Haddock Drive from Peachtree Road to Powell Road

                     Hoops Lane from Rodeo Center Boulevard to Dead End

                     Oriole Street from Bruton Road to Potter Lane

                     Ervin Lane from Potter Lane to Haddock Drive

                     Daffodil Drive from Sandy Lane to Rose Lane

                     Lilac Lane from Sandy Lane to Rose Lane

                     Rose Lane from Lilac Lane to Daffodil Drive

                     Carnation Drive from Lilac Lane to Daffodil Drive

 

This change order is to address the following items:

                     Item #1: Through consultation with the contractor, a different method of applying a sealing surface to the Hoops and Haddock will be used that will provide the same level of pavement preservation but at a reduced cost.

                     Item #2: Calculated plan quantities were completed by City staff prior to the start of the utility reconstruction that has recently been completed in this area. Due to the utility reconstruction work, there is a need for increases to concrete repair quantities to adequately rehabilitate the streets in the Valley View Heights area.

                     Item #3: Through consultation with the contractor, a specialized asphalt mix was recommended for use on Summit and Cascade where a thin asphalt overlay is being applied over a concrete street that will provide better resistance to reflective cracking and oxidation of the asphalt. This will provide a longer lasting wearing surface for the roadways.

 

Financial Implications

Funding for this change order is budgeted under the Street Bond Program.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to negotiate and execute Change Order No. 1.
