Authorize the City Manager to finalize and execute a contract amendment with Garver LLC, for the design of a 12-foot-wide hike and bike trail along Military Parkway from Sam Houston Road to Rodeo Center Boulevard in the amount of $68,393.00.

 

Body

The City Council approved a design contract in the amount of $256,360.00 on July 5, 2016, for the design of a 12-foot-wide hike and bike trail along Military Parkway from Sam Houston Road to Rodeo Center Boulevard. This project was selected for funding under the Transportation Alternative Program (TAP) project for the North Central Texas Council of Governments 2014 TAP Call for Projects.

 

Due to several delays on the selection of projects and the development of a template Local Project Advance Funding Agreement (LPAFA) by outside agencies, the region was at risk of losing the funding for this grant program. Mesquite was one of three cities identified that could have a project rushed to bid within a six-month period to save funding for the region. Due to the quick deadline, Garver had to undertake several additional responsibilities outside of the original scope. Garver met the deadline required by the Texas Department of Transportation (TxDOT) and the project has since been constructed. This contract amendment is to compensate Garver for the increased engineering and staff time required due to the very short turnaround that saved the City’s grant funding.

 

Financial Implications

Funding is available and allocated from 4B funds. The contract amendment is within the project budget. Staff is working with TxDOT to determine if the amendment will be eligible for 80 percent reimbursement.

 

Recommended/Desired Action

Staff recommends approval of the contract amendment.
