Title

Authorize the City Manager to finalize and execute Supplemental Agreement No. 1 to the Interlocal Agreement with STAR Transit to provide public transportation services in the estimated amount of $500,510.00 for Fiscal Year 2020.

 

Body

Staff briefed Council at the June 3, 2019, City Council meeting on proposed changes to the three-party Interlocal Agreement (ILA) between DART, STAR Transit and the City of Mesquite. At this meeting, it was Council consensus to enter into a new ILA with STAR Transit and consolidate all public transportation services under STAR Transit. The amended agreement requires STAR Transit to operate 106 total weekday hours and includes provisions for Demand Response, Microtransit and COMPASS Route 282. In total, STAR Transit will operate 10 buses for Demand Response, two buses for COMPASS 282 and one bus dedicated for Micotransit.

 

Financial Implications

The total monthly cost to the City is $41,709.17 for all transit services. However, the City will continue to apply for both state and federal grants. Funding to operate STAR Transit per this agreement is included in the proposed Fiscal Year 2019-20 budget.

 

Recommended/Desired Action

Staff has reviewed the document with assistance of the Legal Department and recommends approval of Supplemental Agreement No. 1.
