Title

An ordinance establishing a bilingual assignment pay program for the Mesquite Fire Department and authorizing assignment pay for commissioned Fire Fighters and General Government employees of the Mesquite Fire Department who have satisfied certain criteria and who have been assigned to perform the specialized function of translating certain languages as part of their duties for the Mesquite Fire Department.

 

Body

Staff has developed a program to promote improved communications with the public and increased efficiency and effectiveness of Fire Department personnel. The proposed program for bilingual assignment pay would be effective October 1, 2019, and includes proficiency testing in accordance with the Common European Framework (CEF) Proficiency Scale to determine eligibility to receive bilingual assignment pay. Eligible Mesquite Fire Department employees may obtain bilingual assignment pay of up to $150/month by demonstrating their bilingual proficiency as follows:

 

                     Verbal (Oral) - $75/month

                     Verbal (Oral) and Reading/Writing - $150/month

 

Recommended/Desired Action

Staff recommends approval of the ordinance.
