Consider scheduling a special City Council meeting for November 14, 2019, to canvass the returns for the November 5, 2019, General Election and order a runoff election, if necessary.

 

Body

Section 67.003 of the Texas Election Code requires that the canvass of an election be conducted not later than the 11th day after the election [Monday, November 18] and not earlier than the later of (1) the third day after election day [November 8]; (2) the date on which the early voting ballot board has verified and counted all provisional ballots, if a provisional ballot has been cast in the election [November 14]; or (3) the date on which all timely received ballots cast from addresses outside of the United States are counted, if a ballot to be voted by mail in the election was provided to a person outside of the United States [November 12]. By holding the special meeting on November 14, it will allow the Dallas County Elections Department and Kaufman County Elections Department sufficient time to complete its review of any provisional ballots and ballots received from military personnel or other citizens currently outside of the United States.

 

Recommended/Desired Action

Staff recommends the City Council call a special City Council meeting to canvass the results of the November 5, 2019, General Election on Thursday, November 14, 2019, at 6:00 p.m., and order a runoff election, if necessary.
