Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. Bidders were asked to provide information in their proposal on the following items: fuel price per gallon, quality control, insurance, refueler leasing/purchasing program, fuel farm repair assistance, FSII, line service training, customer service training, dealer sales aids, credit card and point of sale systems, and NBAA schedulers and dispatchers booth assistance.

 

Staff evaluated the bids provided by Titan Aviation Fuels, Epic Fuels, AvFuel Corporation, and Ascent Aviation Group, Inc., using a “Best Value” method. Based upon the provided information, staff concluded that Titan Aviation Fuels provided the best value to the City of Mesquite. The contract period will be for four years with three one-year extensions. A four-year maximum contract amount of $5,072,726.73 is based upon the purchase of 2,200,000 gallons of fuel.

 

Financial Implications

This contract will be funded through the Airport’s annual operating budget.

 

Recommended/Desired Action

Staff recommends approval to authorize the City Manager to negotiate and finalize all documents.
