Title
Authorize the City Manager to finalize and execute Change Order No. 2 to Bid No. 2019-038, Stream Bank Stabilization and Bridge Replacement Project South Mesquite Creek, with Coppell Construction Company for payment of contract incentives and changes in construction scope in the amount of $213,697.80.

Body
The City Council approved the original construction contract with Coppell Construction Company, Inc., on January 7, 2019. This construction project provides improvements to stabilize and improve a section of South Mesquite Creek between Town East Boulevard and Towne Centre Drive. The project will lower flooding elevations and reclaim land from the 100-year floodplain including the athletic fields at North Mesquite High School. These drainage improvements included the reconstruction of the bridge on North Mesquite Drive and relocation of a dual large diameter sanitary sewer main.

The original contract amount as initially awarded was $5,574,776.20, with 330 calendar days for completion of the project.

Change Order No. 1 was approved by the City Manager on June 4, 2019, in the amount of $22,000.00. This change order was requested by the Mesquite Independent School District (MISD) for extra grading for a planned MISD soccer field. MISD agreed to pay the full amount of this change order.

Change Order No. 2 is in the amount of $213,697.80 for the following:
* Incentives for meeting the project milestones as dictated by the project documents.
* Changes to the retaining wall structure along the creek next to the ballfield outfield.
* Changes to the relocation of two large sanitary sewer mains in the ballfield to a single larger sanitary sewer main that is largely in the creek, outside of the ball fields.
* Relocation of a 14-inch diameter North Texas Municipal Water District water main in the creek that was in conflict with the drainage channel and bridge construction.
