Title
A resolution authorizing acceptance of the 2019 Homeland Security Grants and execution of the sub-recipient agreements with the Office of the Governor, Texas Homeland Security State Administrative Agency, in the amount of $210,698.34 and authorizing the Emergency Management Coordinator as the authorized official to apply for, accept, reject, alter or terminate these grants on behalf of the City.

Body
The City was awarded funding as part of the 2019 Homeland Security Grant Program in the amount of $210,698.34. The City agrees that in the event of loss or misuse of the funds, the City will return the funds to the Office of the Governor in full.

The grant is divided into six projects:

(1) Mesquite Outdoor Warning Siren (OWS) Security Upgrade - equipment to update the OWS system to accommodate the newest levels of encryption. This project is funded at $49,000.00.

(2) Mesquite Trauma Simulator - enhance the capabilities of the Mesquite Fire Department to train first responder personnel with a human trauma patient simulator in response to terrorist mass violence incidents. This project is funded at $60,000.00.

(3) Mesquite Emergency Notification System - provide first responder special teams to enhance communication capability and common operating picture during man-made/natural disasters allowing teams to receive the same information at the same time enhancing response. This project is funded at $15,000.00.

(4) Mesquite Arson Vapor Detectors - provide equipment that has the sensitivity to detect trace vapors, enhancing capabilities and drastically improving arson investigation timelines. This project is funded at $10,000.00.

(5) Mesquite SWAT Simunition Training Kits - provide training kits for active shooter and mass gathering exercise training. This training will aid in preparing for, preventing and protecting against acts of terrorism. This project is funded at $30,198.34.
