Consider scheduling a special City Council meeting for December 26, 2019, to canvass the returns for the December 14, 2019, Runoff Election for the purpose of electing a City Councilmember for Place 1.

Section 67.003 of the Texas Election Code requires that the canvass of an election be conducted not later than the 11th day after the election [Thursday, December 26] and not earlier than the later of (1) the third day after election day [December 17]; (2) the date on which the early voting ballot board has verified and counted all provisional ballots, if a provisional ballot has been cast in the election [December 23]; or (3) the date on which all timely received ballots cast from addresses outside of the United States are counted, if a ballot to be voted by mail in the election was provided to a person outside of the United States [December 20]. By holding the special meeting on December 26, it will allow the Dallas County Elections Department sufficient time to complete its review of any provisional ballots and ballots received from military personnel or other citizens currently outside of the United States.

Staff recommends the City Council call a special City Council meeting to canvass the results of the December 14, 2019, Runoff Election on Thursday, December 26, 2019, at 6:00 p.m.
