Title

A resolution authorizing the City Manager to finalize and execute an interlocal agreement with the City of Talty, Texas, amending the City’s extraterritorial jurisdictional boundaries in the area of Interstate Highway 20 and FM 2932 in Kaufman County and expanding and reducing the extraterritorial jurisdictional boundaries of the City.

 

Body

The City of Mesquite and the City of Talty have mutual interests in adjusting each city’s extraterritorial jurisdiction (ETJ). The City of Mesquite recently approved an agreement for a housing development on FM 2932 in which a portion of the development is within Talty’s ETJ. The City of Talty has interest in bringing existing and future developments along Helms Trail Road into their city limits.

 

The City of Talty is agreeable to an adjustment of ETJ boundaries. State Law limits the amount of area Talty is able to accept in this exchange. Staff is recommending that a portion of ETJ not obtained in this agreement be reserved for the City of Talty to bring into their ETJ as future annexations permit. This resolution authorizes the City Manager to execute an interlocal agreement (ILA) with the City of Talty to adjust the boundaries.

Staff recommends approval of the resolution.
