Consider appointment of one alternate member (Alternate No. 2) to the Planning and Zoning Commission/Capital Improvements Advisory Committee for a term to expire December 31, 2020.

The Planning and Zoning Commission currently has one vacancy for an alternate member.
Members of the Planning and Zoning Commission also serve as the Capital Improvements Advisory Committee (CIAC), which advises the City Council on matters pertaining to impact fees. The CIAC has two additional positions (Position No. 8 and Position No. 9); however, one may be fulfilled by a Planning and Zoning Commission regular member pursuant to the Texas Local Government Code ?395.058.
Position No. 8 is required to be a representative of the City's extraterritorial jurisdiction (ETJ) (Jim Andrews is currently appointed to Position No. 8). Position No. 9 may be fulfilled by a Planning & Zoning Commission regular member if said member is a representative from the real estate, development, or building industry. Yolanda Shepard, a Planning and Zoning Commission regular member, is a representative of the real estate, development or building industry.
Ordinance No. 4738, approved by the City Council on November 4, 2019, changed the expiration dates for the Planning and Zoning Commission to December 31, with the terms of any odd-numbered positions expiring in odd-numbered years and any even-numbered positions in even-numbered years. Therefore, the terms of the Planning and Zoning Commission and Capital Improvements Advisory Committee members have been adjusted.
