For the Board of Directors of the Spradley Farms Tax Increment Reinvestment Zone No. Thirteen: (1) remove Stan Pickett, Jeff Casper and Greg Noschese as directors and appoint Kenny Green, B. W. Smith and Sherry Wisdom as directors with terms expiring on December 31, 2021; (2) reappoint Bruce Archer, Robert Miklos, Dan Aleman and Tandy Boroughs as directors with terms expiring on December 31, 2021; and (3) appoint Bruce Archer as Chairperson to serve a one-year term beginning on January 1, 2020, and expiring on December 31, 2020.

The City Council adopted Ordinance No. 4713 establishing a Board of Directors for Reinvestment Zone Number Thirteen, City of Mesquite, Texas (Spradley Farms) on September 16, 2019. The City Council appoints seven members to the Spradley Farms TIRZ Board to serve two-year terms. Due to recent City Council elections, this action is taking place earlier than the actual term expiration dates of the current Board members.
The board members whose terms expire on September 16, 2021, are:
Stan Pickett, Chairperson
Dan Aleman Bruce Archer
Tandy Boroughs Jeff Casper
Robert Miklos Greg Noschese
Each year the City Council appoints one member of the Board to serve as Chairperson for a one-year term beginning January 1. The Chairperson whose term expires on December 31, 2020, is Stan Pickett.
Recommended/Desired Action
Staff recommends: (1) removal of Stan Pickett, Jeff Casper and Greg Noschese as directors and appointment of Kenny Green, B. W. Smith and Sherry Wisdom as directors with terms expiring on December 31, 2021; (2) reappoint Bruce Archer, Robert Miklos, Dan Aleman and Tandy Boroughs as directors with terms expiring on December 31, 2021; and (3) appointment of Bruce Archer as Chairperson to serve a one-year term beginning on January 1, 2020, and expiring on December 31, 2020.
