Title: A. A.                     Consider scheduling a special City Council meeting to be held on Tuesday, January 28, 2020, at 6:00 p.m., to conduct a public hearing regarding a moratorium on applications and plans for development for permits, plats, verifications, rezonings and site plans for convenience stores within the corporate City limits of Mesquite and consider an ordinance, on first reading, establishing the moratorium.

 

B.                     A resolution authorizing the process for the creation of a moratorium to take effect on applications and plans for development for permits, plats, verifications, rezonings and site plans for convenience stores within the corporate City limits of Mesquite.

 

Body

This agenda item will allow the City Council to schedule a special City Council meeting to be held on Tuesday, January 28, 2020, at 6:00 p.m., and to approve a resolution acknowledging a temporary moratorium on applications and plans for development for permits, plats, verifications, rezoning and site plans for convenience stores within the corporate City limits of Mesquite.

 

A temporary moratorium provides a short period for the City Council to conduct requisite public hearings and issue written findings to justify imposition of a moratorium. During that time, staff is authorized to reject applications and other forms of submittal for approval of convenience stores. Should the City Council adopt a moratorium on February 3, 2020, staff will have up to 120 days to prepare additional development requirements for convenience stores within the City limits.

 

Recommended/Desired Action

Staff recommends the City Council schedule a special City Council meeting to be held on Tuesday, January 28, 2020, at 600 p.m. and approval of the resolution.
