A resolution authorizing the filing of a project application in the amount of $148,289.00 with the North Central Texas Council of Governments (NCTCOG) for a regional solid waste program local implementation project, authorizing the City Manager to act on behalf of the City of Mesquite in all matters related to the application and pledging that if funding for this project is received, the City of Mesquite will comply with all project requirements of the NCTCOG, the Texas Commission on Environmental Quality and the State of Texas.

On October 14, 2019, the North Central Texas Council of Governments (NCTCOG) issued an invitation for grant applications for projects that aligned with the NCTCOG adopted Regional Solid Waste Plan. This grant is funded by the Texas Commission on Environmental Quality (TCEQ) Regional Solid Waste Grants Program from revenue generated by state fees on municipal solid waste disposed of at landfills.
The Solid Waste Division proposes to submit a grant application to purchase a Phoenix 2100 Trommel Screen to be used at the City's Compost Facility on Lawson Road. A trommel screen processes decomposed green waste by screening the finished compost and mulch from the courser decomposed waste. Material that has not decomposed sufficiently is passed through the trommel screen to be composted for another 12-month cycle.
The estimated cost of a new trommel screen is $296,579.00. The subject grant is a 50-50 matching grant; therefore, the City's share would be $148,290.00. The annual cost for debt service and operation of the new trommel screen is estimated at $18,184.00/year. Currently, the City rents a trommel screen four months a year, costing approximately $32,000.00 per year, plus fuel and minor maintenance. Purchasing the trommel screen through the grant program is estimated to result in a $13,816.00 net annual savings.
