Title

Conduct a public hearing and consider an ordinance amending Chapter 7.5 of the City Code providing for the establishment of procedures for assessing and collecting impact fees, establishing provisions for credits against impact fees, providing an appeals procedure, adopting revised land use assumptions, adopting Capital Improvements Plans and impact fees for roadway, water and wastewater facilities.

Body

Roadway impact fees were established and have been assessed in Mesquite since 1996. The most recent full study was completed in 2015 when new fees were established. Since 2015, the City has annexed several properties in Kaufman County. Because those properties were not part of the 2015 Study, roadway impact fees cannot be collected on those properties. This update to the land use assumptions, Capital Improvements Program and fee will allow the City to assess and collect impact fees in those areas annexed since 2015.

 

On December 9, 2019, the Capital Improvements Advisory Committee unanimously voted to recommend the proposed update to the Impact Fee ordinance.

 

Recommended/Desired Action

Following the public hearing, staff recommends approval.
