Title

Authorize the City Manager to finalize and execute a contract with Acme Auto Leasing, LLC, for the lease of six vehicles for the Mesquite Police Department in an amount not to exceed $46,296.00. The term of this contract is for a 12-month period, with two additional 12-month renewal options, for a total contract amount not to exceed $138,888.00. The City Manager is authorized to exercise the renewal options, subject to annual appropriation of sufficient funds.

 

Body

The Police Department has utilized Enterprise Leasing for the current covert fleet vehicles. The current agreement with Enterprise Leasing has ended and the Police Department recommends Acme Auto Leasing as the new vendor. The Police Department conducted a competitive bid process which included HUB vendors. The recommended vendor had the lowest bid and met the specifications. Undercover operations involve significant risk to officers if their identity is known. Leasing vehicles allows officers who work in an undercover capacity the ability to change out vehicles more often than purchased vehicles, reducing the chance of the officer being identified by the vehicle he or she is driving.

 

Financial Implications

The Police Department currently budgets federal seizure funds for lease vehicles as part of the annual budget process. The remainder of the Fiscal Year 2019-2020 has sufficient funding and the remaining funding for this item will be included in future budget submissions. The total cost for the contract is the total cost for all six vehicles and all related fees.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Acme Auto Leasing, LLC, in an amount not to exceed $138,888.00.
