This contract will be used to purchase recycled concrete flexible base and other recycled aggregates for construction projects and to dispose of concrete debris from City street and utility operations for recycling. Recycled concrete flexible base material is picked up by the City at the vendor's plant for use on construction projects, as needed throughout the year. The recycled concrete is used in multiple applications including base material for road construction, backfill and embedment for water and sewer line repairs, and to build temporary access roads. The vendor must agree that the City may dispose of concrete debris at the vendor's plant free of charge. The bidder's plant location and the City's cost to transport the material to and from the plant were factored into the bid analysis to determine the overall best value for the City.

Bid documents were broadcast through the BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. Two bids were received. The term of this contract is for a one-year period with two additional one-year renewal options.

Financial Implications
Purchase will be funded by the Utility Division and Street Division budgets.

Staff recommends award of Bid item No. 1 to low bidder Southwest Crushing, LLC, in the amount of $108,000.00.
