The Community Development Block Grant (CDBG) funded projects were identified early last year as completing missing (orphan) sidewalk segments with an emphasis on creating safe walking routes to Mesquite Independent School District (MISD) schools. The list was presented in the CDBG 2019-2020 project year with the grant application submitted on April 12, 2019, and approved by Council on August 5, 2019. The item currently before Council is only the award of the construction contract.

The project is to add approximately 2,000 linear feet of five-foot wide concrete sidewalk, 12 new pedestrian ramps, six alley approach reconstructions and one driveway approach along portions of Oates Drive, Kearney Street, Spring Ridge Drive and Bruton Road. All sidewalk segments are located in CDBG eligible areas. The lone exception is on Kearney Street where the project is extended eastward about 400 feet beyond the CDBG area, across an undeveloped parcel, to close the gap and tie into an existing sidewalk.

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City's website. Twelve competitive bids were received.

The City's engineering staff has reviewed references and other qualification information submitted by the low bidder. Notice to Proceed (NTP) is anticipated on July 20, 2020. The contract allows 60 calendar days and requires completion by September 19, 2020.
