B. Consider a resolution authorizing the filing of an application for an amount not to exceed $1,143,107.00 for federal funds under the Housing and Community Development Act and designating the City Manager as Chief Executive Officer and authorized representative for the purpose of giving required assurances and acting in connection with said application.

At the June 1, 2020, City Council meeting, the first of two public hearings were held to receive comments regarding the preliminary budget for the 2020-2021 Community Development Block Grant (CDBG) program. A 30-day comment period also occurred June 1 - July 1, 2020, for comments regarding the 2020-2021 budget. The following budget is recommended:

Mesquite Social Services and the Summer Youth Program will utilize rollover funding from Program Year 2019-2020. Mesquite Social Services will also receive CDBG-CV funding. Following the second public hearing to be held at this Council meeting, staff recommends Council consider adopting a resolution approving the CDBG final budget for the 2020-2021 CDBG program year and authorizing submission of an application for federal funds.
