The City of Mesquite issued a Request for Proposals for Medical Administrative Services Only - Medical and Pharmacy Benefits with an effective date of January 1, 2019. Bid documents were broadcast through Bidsync electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper.

The City received four bids for a third-party claims administrator including one from the City's current carrier, Blue Cross Blue Shield (BCBS) of Texas. The City's benefits consultants, Holmes Murphy and McGriff, Seibels, and Williams, reviewed and evaluated the proposals with staff. All four proposers were interviewed twice and fully vetted. This contract was approved at the August 20, 2018, Council meeting with the option of two one-year renewals.

The City is operating under the first one-year renewal option with this contract amendment being issued to address standard legal and administrative issues. The contract includes a renewal option for 2021. The City will issue a Request for Proposals for Medical Administrative Services prior to the expiration of this final renewal for 2022.
