A resolution approving and adopting the 2020-2024 Community Development Block Grant Consolidated Plan (CDBG) and the Program Year 2020-21 Community Development Block Grant Annual Action Plan.

The United States Department of Housing and Urban Development requires entitlement communities to prepare a five-year Consolidated Plan as well as an annual Action Plan in order to receive federal community development block grant funding.
The Consolidated Plan is a collaborative process where citizen input and strategic planning take place to establish a unified vision for housing and community development needs and goals. The 2020-2024 Consolidated Plan directs how the city plans to allocate the CDBG funds for fiscal years 2020-2024, in response to community needs voiced through public hearings, public comments, community surveys, Stakeholder input sessions, and an Analysis of Impediments to Fair Housing.
The Action Plan designates the city's proposal on how to spend the grant funds in a given program year to meet the priorities and needs identified in the Consolidated Plan. The 2020-2021 Annual Action Plan is included within the 2020-2024 Consolidated Plan and states how the city plans to allocate the CDBG funds for fiscal year 2020. Please note that the Program Year 2020-2021 CDBG budget was approved on July 6, 2020, by Resolution No. 28-2020.
PUBLIC NOTICE REQUIREMENTS
As required, a Public Notice was published on July 30, 2020, in the Daily Commercial Record newspaper for a comment period for the Action Plan and Consolidated Plan from August 10 -August 14, 2020. The Action Plan and Consolidated Plan have been made available for public viewing in the Community Service's building lobby. No public comments have been received to date.
Recommended/Desired Action
Staff recommends adoption of the Consolidated Plan and Action Plan for the Community Development Block Grant (CDBG) Program.
