The City of Mesquite offers group vision benefits coverage to full-time employees, retirees and dependents. The current group vision agreement with EyeMed expires on December 31, 2020. Employees receive vision coverage at no cost and have the option to cover their spouse, children or entire family for payroll deductions ranging from $2.96 to $5.40 per paycheck. The City does not contribute to retiree vision premiums.

Bid documents were broadcast on the BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid Notice was published in the Daily Commercial Record newspaper. Nine proposals were received from EyeMed, Metlife, Cigna, VSP, The Standard, Superior Vision, Avesis, Blue Cross Blue Shield and Surency. The top two carriers were interviewed as part of the final proposal evaluation process. Attached is a report detailing the proposed benefits from the finalists and their corresponding premiums.

Based on the responses in the proposals, interview results and premium rates quoted, EyeMed continues to offer the highest (best) benefits at the lowest rates. EyeMed's best and final offer proposal includes 10 percent decrease in overall rates and 20 percent decrease in Employer Annual Contribution with a four-year rate guarantee. The agreement is for one year with four one-year renewal options.
