Title
An ordinance amending Chapter 13 of the City Code, as previously amended, by making certain additions and deletions under Sections 13-1, 13-5, 13-72, and 13-73 thereby updating certain regulations on signs and adding regulations for “Freeway-Oriented Marquee Signs.”
Body
This amendment to the Sign Code (Chapter 13 of the Mesquite City Code) would add a new sign definition, Freeway-Oriented Marquee Sign (FOMS) to distinguish this type of freeway sign from a typical billboard sign, in that the FOMS exists primarily to promote on-premise events, items, products, services, uses and the like, where typical billboards do not, and is designed to be “aesthetically distinctive” from a typical billboard.
The new FOMS may also advertise or convey messages regarding off-premise events, items, products, services, uses and the like that is incidental to the on-premise uses, and the actual FOMS location may either be on the premises for which the sign exists or adjacent to the premises.
Other changes include increasing the facial square-footage of the electronic video screen surface from 500 square feet to 700 square feet to accommodate industry standard messaging, and other minor changes to existing freeway and marquee sign definitions to allow conformity of the new FOMS.
Recommended/Desired Action
Staff recommends approval of the proposed ordinance.
