Background:
Valley Creek Estates Addition is located on Pioneer Road on the south side of South Mesquite Creek, south and across Pioneer Road from Valley Creek Park. Valley Creek Estates Addition’s infrastructure was constructed in 1986. In March of 2001, erosion in South Mesquite Creek had impacted the franchised utilities and backyards of homes in Valley Creek Estates that are adjacent to the creek. In response, plans were developed to stabilize the south bank behind the affected homes and a gabion wall stream bank stabilization project was constructed in the summer of 2003. The gabion wall has stabilized the creek bank and protected the private properties and endangered utilities for approximately 15 years. However, in November of 2018, homeowners alerted City staff that the floor of the creek had eroded downward four to five feet undermining the support of the gabion wall and a slope failure had started. Staff began evaluating repair options, consulted with engineers and contractors and in August of 2019, City Council approved a design contract for the repair of the failing gabion wall with Halff Associates. The project was designed and bid in July 2020. Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. A total of three responsive bids were received.
This contract will repair and stabilize the gabion wall by installing sheet piling at the base of the gabion wall and pouring concrete between the piling and the wall. Due to the close proximity of the homes, the sheet piling will be installed using the “push” method to minimize vibration and impact during the construction. After repairs are made, the grassed area at the top of the gabion wall will be regraded and the storm sewer will be repaired by City forces.
Financial Implications
This project is funded through the Drainage Utility District.
