Title

Authorize the City Manager to finalize and execute Supplemental Agreement No. 2 to the Interlocal Agreement with STAR Transit to provide public transportation services in the estimated amount of $1,266,469.00 for Fiscal Year 2021.

 

Body

Staff briefed Council at the July 2020 Budget Workshop on the FY 2020 transit services provided to Mesquite residents by STAR Transit. Also, discussed were proposed FY 2021 service enhancements for both STAR Demand Response and STARNow services. It was Council consensus to extend the available hours of these services by adding two additional hours of service on weekday evenings and to add nine hours of service on Saturdays. This STAR Transit Supplemental Agreement No. 2 is necessary to add these additional weekday and weekend hours to the original Interlocal Agreement that was executed on September 19, 2016.

 

Financial Implications

The total monthly cost to the City is $105,539.00 for all transit services. However, Federal and State grant funding will cover the entirety of the cost of service for FY 2021. Federal 5307 CARES funding will be used to cover the current base services and the City will use Texas Department of Transportation (TXDOT) State funding for the enhanced evening and Saturday services for STAR Demand and STARNow.

 

Recommended/Desired Action

Staff recommends approval of Supplemental Agreement No. 2 with STAR Transit.
