Title
Authorize the City Manager to finalize and execute Amendment No. 3 to a contract with BGE, Inc., (formerly Brown & Gay Engineers, Inc.) for additional engineering and surveying services in conjunction with Mesquite Heritage Trail, Phase 2, in an amount not to exceed $121,628.00.

Body
At the August 19, 2013, City Council meeting, the City Council approved the original engineering design services contract with Brown & Gay Engineers, Inc., (now known as BGE, Inc.) in the amount of $365,000.00 for designing the Mesquite Heritage Trail, Phase 2, project for a hike and bike trail from IH 635 at Towne Centre Drive to Gus Thomasson Road and along South Mesquite Creek from Towne Centre Drive south to near the intersection of Jane Street and Gross Road.

Amendment No. 1 to the contract was approved on October 19, 2015, for $23,940.00 and provided hydraulic analysis of the trail design on the 100-year flow. Amendment No. 2 to the contract was approved by Council on December 21, 2015, for $21,807.00 and provided subsurface utility engineering for potential conflicting fiber lines.

Texas Department of Transportation (TxDOT) plans for U.S. Highway 80 have been revised necessitating revision to the Mesquite Heritage Trail, Phase 2, project. The profile of the trail underneath U.S. Highway 80 will be revised along with retaining walls. Connections to proposed sidewalks parallel to U.S. Highway 80 frontage roads will be created. TxDOT will construct the portion within U.S. Highway 80 right-of-way and Dallas County will construct the portions outside of the right-of-way as separate projects.

The consultant will provide plans for the U.S. Highway 80 portion to TxDOT in March 2021. The Dallas County portion will be revised by May 2021.

Financial Implications
The additional engineering fee for this amendment will not exceed $121,628.00 and will be funded from the existing project funds. The project is funded from the Towne Centre Tax Increment Finance Reinvestment Zone No....
