The City’s Disaster Debris Management Plan identified the need to have pre-positioned contracts for disaster debris monitoring services in place should a large-scale debris generating disaster occur within the City of Mesquite. To that end, Public Works, Emergency Management, Finance, Legal, Risk Management and Purchasing have worked together to procure contracts for debris monitoring services with qualified contractors that will enable the City to provide timely response in the event of a debris generating disaster that is beyond the capacity of City resources.

 

Financial Implications

Debris monitoring expenses related to a disaster would be tracked in a project account set up for the event and would be funded by the Capital Projects Reserve Fund initially. Staff would seek reimbursement for costs incurred if funds are available and allowable for reimbursement. Expenditures for this contract would only occur in the event of a disaster.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute disaster debris monitoring contracts with Tetra Tech, Inc., as the primary vendor, and Witt O’Brien’s, LLC, as the secondary vendor should the primary contractor not be available.
