An ordinance amending Chapter 8 of the City Code to update convenience store and late hours business regulations regarding security signs and surveillance camera systems.

In March 2020, the City Council approved an ordinance to enhance safety and security at convenience stores and late hours businesses. With implementation of the ordinance, some late hours restaurants have expressed certain concerns. Specifically, there is concern that required “No Loitering” signs will prohibit patrons from enjoying food on their property outside of the building. The proposed ordinance suggests only having the signage regarding loitering and trespassing applicable to convenience stores where loitering does not benefit the business or its patrons. In addition, concerns were expressed that 10 days to retain video surveillance is too long and have proposed that the number of days be reduced to seven.
Staff from the City Manager’s Office, the Mesquite Police Department and Planning and Development Services met to discuss the proposed amendments. Departmental representatives agreed to the recommended amendments.

Staff recommends approval of the ordinance.
