A. On March 27, 2020, the United States Congress passed HR 78, the Coronavirus Aid, Relief and Economic Stimulus Act, (CARES Act). The U.S. Department of Housing and Urban Development (HUD) has notified the City of Mesquite that Mesquite received an additional allocation of $910,854.00 in Community Development Block Grant - COVID-19 (CDBG-CV) funds from the CARES Act for emergency assistance to individuals, families, public service agencies and small businesses directly impacted by COVID-19. The amendment proposed is a HUD requirement to submit for disbursement of the $910,854.00 CARES Act allocation.
B. The City of Mesquite has received a total of $1,583,307.00 in Community Development Block Grant - COVID-19 (CDBG-CV) funds from the CARES Act for emergency assistance to individuals, families, public service agencies and small businesses directly impacted by COVID-19. In Fiscal Year 2020, a total of $412,500.00 was allocated to programs that address housing, food security, domestic violence, youth and mental health needs. The following budget allocations are recommended for Fiscal Year 2021:

PUBLIC NOTICE REQUIREMENTS
As required, a Public Notice was published on November 25, 2020, in the Daily Commercial Record newspaper and on the City’s website for a comment period for the proposed budget allocations and 2019 Annual Action Plan amendments from November 30, 2020 - December 4, 2020. The proposed Budget and Annual Action Plan amendments will be made available for public viewing in the Community Services’ building lobby and on the City’s website. This public hearing is required to solicit comments from the public prior to City Council’s adoption.
Recommended/Desired Action
Staff recommends the approval of the amendments to the 2019 Community Development Block Grant (CDBG) Annual Action Plan to include $910,854.00 of additional CARES Act funds, and the approval of the recommended Budget for the 2021 Fiscal Year for the Community Development Block Grant COVID-19 (CDBG-CV) Program.
