An ordinance amending Ordinance No. 4713 to increase the Board of Directors of Reinvestment Zone Number Thirteen, City of Mesquite, Texas (Spradley Farms) from seven (7) members to nine (9) members and to provide that the two (2) additional members will be designated by Kaufman County, Texas.
Body
On September 16, 2019, the City Council adopted Ordinance No. 4713 to establish the boundaries of the 622-acre Spradley Farms Reinvestment Zone Number Thirteen (TIRZ) in Kaufman County and its board of directors. On July 6, 2020, the City Council approved a project plan and reinvestment zone financing plan to reimburse the developer for public improvements within the 2,513-lot development.
On August 25, 2020, the Kaufman County Commissioners’ Court approved a Tax Participation Agreement to participate in the TIRZ and the City Council passed Resolution No. 43-2020 to approve the Agreement. One of the provisions of this Agreement was to allow the County to appoint two members to the TIRZ board of directors.
The proposed ordinance would amend Ordinance No. 4713 to change the composition of the TIRZ board from seven (7) members all appointed by the City Council to nine (9) members, with two (2) members appointed by the County in accordance with the Tax Participation Agreement.
Recommended/Desired Action
City staff recommends approval of the ordinance.
