Title

A resolution supporting the City entering into an Interlocal Agreement with the Cities of Balch Springs and Seagoville and the Town of Sunnyvale, Texas, for the purpose of creating the Eastern Dallas County Response Team and authorizing the City Manager to execute any and all necessary documents for the submission of the New Directions for Public Safety Grant application for the Eastern Dallas County Response Team Program.

 

Body

The Cities of Balch Springs, Mesquite, Seagoville and Sunnyvale propose to implement a mental health response team to be a shared resource to the four participating cities. The resolution supports the submission of a joint application to Dallas County as part of the New Directions for Public Safety Grant program. The proposed program will establish an Eastern Dallas County Response Team to provide proactive and reactive mental health services with professional mental health responders. The proposed team will supplement public safety responses with an overall goal to reduce mental health calls responded to by police. The team will follow up with residents who are identified in the program to have frequent calls for service for mental health issues. Additionally, the team will share responsibility for outreach and communication with chronic homeless individuals in the four-city area.

 

The program will consist of three primary missions - Reactive Mental Health Response, Proactive Mental Health Services and Homeless Outreach and Services. The initial grant, if awarded, will provide a new multi-jurisdictional service with the hope that the shared service can be funded among participating cities and sustained over time.

 

Recommended/Desired Action

Staff recommends approval of the resolution.
