An ordinance approving an amendment to the Downtown Mesquite Façade Improvement Program of the Towne Centre Reinvestment Zone Number Two, City of Mesquite, Texas, previously approved by City Ordinance No. 4672 to allow for grants of up to $20,000.00 per street address instead of $20,000.00 per property to encourage the rehabilitation, enhancement, restoration and preservation of the facades of buildings occupied by multiple business uses located within a designated portion of the City of Mesquite’s downtown area.

 

Body

On May 20, 2019, by Ordinance No. 4672, the City Council approved a façade improvement program for building façades in Downtown Mesquite to spur private sector reinvestment in the downtown development program area, which lies within Towne Centre Reinvestment Zone Number Two. To date, two successful grant program projects have been completed, with an additional two grant program projects approved by Council on December 21, 2020. Progression of the downtown development program has resulted in the need to rehabilitate larger structures that often house more than one business. Though these larger buildings may be considered as one property, very often multiple businesses will operate within. This can result in different design needs at different times over the life of the building. The current restriction of one façade grant per lot hampers the ability to redevelop larger projects within the program area. By amending the policy to allow a façade grant per address as opposed to the entire lot will provide increased ability to rehabilitate larger properties and locate multiple businesses within.

 

Recommended/Desired Action

Staff and Mesquite Downtown Development Advisory Board members recommend and request approval of the proposed amendment.
