Title

RFP No. 2021-079 - Sale of 2800 Mesquite Valley Road, Mesquite, Texas for Single Family Development.

(Staff recommends acceptance of the Taylor-Duncan Interests, LLC, proposal for the sale of 2800 Mesquite Valley Road in the amount of $271,000.00 for a single-family development and authorize the City Manager to execute the Contract for Sale and all necessary closing documents.)

 

Body

On November 17, 2014, the City Council authorized the purchase of a 19.984-acre tract located at 2800 Mesquite Valley Road for $260,000.00 from the Copeland Family, and the donation of another 20.036 acres located at the corner of Mesquite Valley Road and Creek Crossing Road to be developed as a future park.

 

The development of Copeland Park does not include the 19.984-acre tract for lack of access; however, the tract does abut existing residential, and City staff was approached by developers seeking to acquire the property for additional single-family residential development.

 

One of the allowable methods of selling real property held by the City is by bidding procedures under Chapter 272 of the Local Government Code, which requires notice to the general public of the sale in a newspaper of general circulation describing the land, its location, and the procedure by which sealed bids to purchase the land may be submitted.

 

On March 18, 2021, the City issued a Request for Proposals (RFP) to develop the property as single-family residential, and the City received just one proposal from Taylor-Duncan Interests, LLC (TDI). TDI meets the qualifications specified in the RFP and their proposal is aligned with the development concept contemplated by City staff.

 

Recommended/Desired Action

City staff recommends award to Taylor-Duncan Interests, LLC and authorizes the City Manager to execute the Commercial Contract for Sale and all necessary closing documents.
