On October 22, 2021, the City of Mesquite entered into a Project Development Agreement, Phase I, Investment Grade Audit (IGA), with Ameresco, Inc. The purpose of the audit was to determine if upgrading the City's aging water meter infrastructure will generate enough long-term savings and revenue capture (from inaccurate meters) to offset the cost of new meters and associated advanced metering infrastructure (AMI). On April 5, 2021, Ameresco representatives presented the IGA results as well as a project for the installation of an AMI system for the City of Mesquite. After the presentation it was the consensus of the City Council to move forward with the project.

The AMI water meter performance contract is being proposed by Ameresco under Texas Local Government Code Chapter 302, Energy Savings Performance Contracts for Local Governments. A requirement under Chapter 302 is a governing body must first have an independent third-party engineering review of any increase in billable revenue or meter accuracy estimates prior to entering an energy savings performance contract. The City contracted with Halff Associates, Inc., for this required review. Halff and Associates completed their review of Ameresco's IGA and concluded it to be accurate.

This project includes:
* All new residential and commercial water meters (42,070)
* 14 AMI radio collectors mounted on existing city assets (6), replacement monopoles (4), and new monopoles (4)
* New meter boxes for all meters up to 2 inches (40,945)
* New meter vaults and by-passes for selected older large commercial meters (9)
