Title
A resolution authorizing the City Manager to execute the necessary documents with the United States Department of Treasury and serve as the authorized official to receive and administer the allocation of American Rescue Plan Act (ARPA) monies received from the Coronavirus Local Fiscal Recovery Fund (CLFRF).

Body
The City of Mesquite, Texas is recognized as a metropolitan city for purposes of the U.S. Treasury allocation of the American Rescue Plan Act (ARPA) from the Coronavirus Local Fiscal Recovery Fund (CLFRF). The City has been allocated $27,021,045 from the CLFRF.

This infusion of funding is designed to meet pandemic response needs and rebuild a stronger and more equitable economy as the city recovers. Within the categories of eligible use, the City has broad flexibility to decide how best to use this funding to meet the needs of the City and community.

The City may use CLFRF funds to 1) Support public health expenditures; 2) Address negative economic impacts caused by the public health emergency; 3) Replace lost public sector revenue; 4) Provide premium pay for essential workers; and 5) Invest in water, sewer, and broadband infrastructure.

Despite the health risks presented by the pandemic, the City remained "open" and City employees continued to work and provide essential services to the community. To the extent eligible, the City Manager will use CLFRF funds to make a one-time payment to City employees for their commitment of service to the community during the pandemic. Total expenditures for such purpose shall not exceed $2,500,000.

The City Manager will provide updates to City Council as additional guidance is received by the U.S. Treasury that lead to a framework for spending ARPA allocated CLFRF funds, and periodic reports updating the City Council on the expenditure of the funds.

Recommended/Desired Action
Staff recommends approval of the resolution.
