On May 18, 2020, the City Council approved Ordinance No. 4782 annexing 364.65 acres in the City’s extraterritorial jurisdiction, which included the portion of Griffin Lane adjacent to the existing City limits. The City Council also authorized the City Manager to execute an Interlocal (ILA) Agreement with Kaufman County regarding the improvement and maintenance of the annexed portion of Griffin Lane. The agreement requires the City to provide a 3-inch asphalt overlay on the City’s portion of Griffin Lane, while the County will consider participating in the overlay of the remainder of the road.
The plans include a base bid for full-depth reclamation with a 3-inch asphalt overlay for that portion of Griffin Lane annexed by the City. The plans also include an additive/alternate bid for the portion of Griffin Lane which is maintained by Kaufman County. The recommended award is for the City maintained portion only. If Kaufman County decides to participate, a separate agreement will be presented to the City Council for review and approval.
Bid notices were broadcast through Periscope Holdings electronic bidding system, posted on the City’s website and an Advertisement for Bid was published in the Daily Commercial Record newspaper. Five bids were received and opened on July 6, 2021.
Financial Implications
Funding is available this fiscal year through general CO Bond sales.
