Resolution No. 43-2017 was approved by the City Council on October 2, 2017, authorizing an Interlocal Agreement (ILA) with Dallas County for participation in the Dallas Area Household Hazardous Waste Network (DAHHWN). The ILA contained an annual renewal provision for a maximum of four additional one-year terms (five years total) which will expire September 30, 2022. The proposed resolution authorizes the City Manager to execute the new ILA, which revises the term of the contract and sets budget limits for Fiscal Year (FY) 2020-21.
The DAHHWN operates a Home Chemical Collection Center at 11234 Plano Road in Dallas where residents of member cities can drop off household hazardous waste such as paint, pesticides, motor oil, other automotive fluids, pool chemicals, batteries, etc. Collection of household hazardous waste is a required component of the management plan of the City’s Storm Water Pollution Protection Permit that is issued by the Texas Commission on Environmental Quality (TCEQ). The TCEQ requires this collection of household hazardous waste to provide a means for citizens to turn in these materials for proper disposal rather than potentially dumping these wastes down a storm drain. City staff considered several options for meeting this storm water permit requirement and determined that participation in DAHHWN is the least expensive option. The City has been a member of DAHHWN since its inception in the early 1990s. In FY 2020-21, over 1,100 Mesquite citizens took advantage of the program.
Financial Implications
The City’s portion of the DAHHWN Operational Budget is 7.23 percent ($53,570.00). This percentage is the number of Mesquite households divided by the total households of member cities. There is an additional cost for the collection/disposal of hazardous material received from our residents throughout the year. This disposal amount is estimated at $69,996.00 and would accommodate approximately 1,100 Mesquite residents disposing of material at the Plano Road facility and occasional special collection events. The City is billed for actual usage of the program.
For FY 2020-21, funds were budgeted in the amount of $117,680.00 in the Storm Water and Texas Pollutant Discharge Elimination System Operating Budget for participation in the DAHHWN.
