Title
A resolution authorizing the City Manager to execute an Advance Funding Agreement for Highway Safety Improvement Program Project Off-System with the State of Texas, acting by and through the Texas Department of Transportation (TxDOT), for the reconstruction of Lawson Road south of East Cartwright Road to north of Milam Road.

Body
This resolution will authorize funding and Texas Department of Transportation (TxDOT) participation for the Lawson Road Highway Safety Improvement Program (HSIP) Project. The City was selected for funding in the TxDOT 2020 HSIP Call for Projects. The HSIP funding is for highway safety projects that eliminate or reduce the number and severity of traffic crashes. The Lawson Road HSIP Project consists of constructing a three-foot paved shoulder and guard rail on both sides of Lawson Road from 1,635 feet south of East Cartwright Road to 2,885 feet north of Milam Road. Appropriate side slopes will be added from the edge of the new roadway.

According to the agreement, federal grants will cover 90% of construction costs and the City will cover design costs and 10% of construction costs. Based upon estimates there is a federal participation of $404,018.10 (issued through the State), a state participation of $27,721.30 (an indirect state cost of managing federal funds), and a City participation of $251,231.00.

Following completion of federal environmental and public noticing requirements, the project will be bid in June 2022 for construction next summer.

This agreement was approved by City Council at the October 4, 2021, meeting but did not include the required resolution.

Financial Implications
The federal grant is funded through the TxDOT 2020 HSIP Call for Projects. The City matching funds and other costs are available in the 2022 CIP budget.

Recommended/Desired Action
Staff recommends approval of the resolution.
