Title

An ordinance amending Article VI, Stopping Standing and Parking, of Chapter 9, Motor Vehicles and Traffic, of the City Code regarding prohibiting parking in specific places.

Body

Parking restriction designations such as “Time-Restricted Parking”, “No Parking”, and “No Stopping No Standing” require an ordinance revision to include specific locations for proper enforcement and prosecution. To ensure the ordinance reflects the erected signage, the Traffic Division has worked with Legal to provide a reconciliation for over 90 locations.

This ordinance revision was necessitated by various additions and changes to parking restrictions throughout the City.  This modification comes from three basic scenarios:

1.                     The addition of several “No Stopping No Standing” signs in and around school areas where the pick-up/drop-off traffic has negatively impacted the public roadways.

2.                     Various streets have restricted parking on one side due to the narrowness of the roadway and the presence of heavy traffic conditions.

3.                     Time-restricted parking, which allows parking turnover for commercial businesses.

In addition, Section 9-255 was added as a local reinforcement of parking restrictions in specific areas, consistent with the Texas Transportation Code.  This addition will assist staff with signing and enforcement of parking regulations.

Recommended/Desired Action
