Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Freeman-Millican, Inc. for the survey, engineering design, and construction documents for an electrical generator at the Southeast Pump Station in the amount of $169,000.00.

 

Body

The City of Mesquite owns and operates the Southeast Pump Station, which was constructed beginning in 1979, along with the first 5-million-gallon ground storage tank. In 1986, a second storage tank and additional pumps were built to expand capacity. In 2001, a fourth pump was added and in 2003-2004, a fifth pump was added along with the replacement of the three original pumps. The Southeast Pump Station and ground storage tanks are key to water supply for the southern portion of the City of Mesquite and the Mesquite water service area in Kaufman County. In 2015, Freeman-Millican, Inc. prepared a plan to accommodate future growth in the southern half of the City and to identify aging infrastructure approaching its end of life. One of the critical items from that study, further highlighted by the winter storm in February 2021, is the need for a new backup generator for the pump station.

 

Freeman-Millican, Inc. has been identified as the best consultant able to provide plans for a new backup generator at the Southeast Pump Station and to provide redundant power for the site and to meet recent state legislation for water infrastructure resiliency.

 

Financial Implications

This project is budgeted with Water and Sewer funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to execute a contract with Freeman-Millican, Inc. for the design of a new backup generator at the Southeast Pump Station.
